To assess needs at local level and identify gaps in current service provision To develop action plans based on local needs which reflect local service requirements, taking into consideration the current regional plan strategic direction To consider opportunities, in association with DAST, for regional collaboration across Teams In association with DAST, to advise and contribute on the allocation of the Northern Ireland Drugs and Alcohol Campaign budget. To promote a co-ordinated approach among local agencies and encourage them to work towards meeting the objective of the Drug and Alcohol strategies at a regional and local level. To work with DAST to ensure the effective monitoring and evaluation of local initiatives funded as part of the Drugs and Alcohol Campaign. To liaise with, consult and advise all organisations with an interest in reducing drug and alcohol misuse. To fulfil the statutory obligation of section 75 of the Northern Ireland Act and the New Targeting Social Need Policy. Where appropriate, and in the context of the DACT media strategy, to provide information on local issues relating to drug and alcohol misuse. To collect, collate and reflect information needed to inform the Team’s work maximising whatever sources of knowledge and information that exist. To promote and support the development of community and interagency networks. To consult and work with community and interagency networks on an ongoing basis.

The strategy was launched in October 2006 and is called "The New Strategic Direction for Alcohol and Drugs 2006 - 2011".
